Los Angeles Cleantech Incubator (LACI)’s mission is to create an inclusive green economy by
unlocking innovation, transforming markets, and enhancing community. LACI aims to build a regional innovation ecosystem that supports the discovery and commercialization of clean
technologies by creating new companies, de-risking the cleantech commercialization process, and helping companies successfully deliver market-ready cleantech solutions along with accompanying jobs. Founded by the City of Los Angeles and its Department of Water & Power (LADWP) in 2011, LACI is a nonprofit organization focused on energy, transportation, and sustainable cities. LACI was formed as an economic development initiative to transform a traditional blue collar industrial area into a thriving cleantech corridor. The organization utilizes a unique and integrated approach to spur the green economy to reduce statewide greenhouse gas emissions, improve air quality, create jobs, and generate local economic impact. LACI serves entrepreneurs, students, and job seekers around the world, but primarily in the greater Los Angeles region throughout LA County, with a focus on sustainable solutions for underserved communities. We also support initiatives in Santa Barbara, Orange and Ventura counties.
Though the support of the California Workforce Development Board (CWDB), LACI aims to conduct a Green Jobs Study to establish the clean and smart grid, zero emissions transportation, and smart and sustainable cities jobs in LA County. Results of this study will highlight the skills gaps and opportunities in future green jobs, inform possible policy recommendations, and unlock ideas for new training models. The findings will also enable LACI and our workforce development partners to create more strategic programming in alignment with market need. Additionally, Mayor Garcetti’s recent LA’s Green New Deal: Sustainability pLAn 2019 sets ambitious yet achievable goals, including green job creation. LACI’s Transportation Electrification Partnership has also set goals for transportation electrification and frames a vision for LA to be the world capital of electric vehicle (EV) technology. With this RFQ, LACI is soliciting proposals from research consultants capable of conducting economic impact analysis and industry cluster research to create a Green Jobs Study. Following review of all proposals, LACI’s Leadership Team will select the consultant that brings appropriate expertise, most closely aligns with project objectives, and articulates a clear, achievable research plan to meet those objectives within the required timeframe.

Proposal TimelineProposals will be accepted until Friday, July 26, 2019. Evaluation of proposals will be conducted from July 29 through August 9, 2019. Follow up with the top candidates will be conducted within this window to obtain any necessary clarification on items described within proposals. The selection decision for the winning bidder will be made by August 12, 2019. Upon notification, the contract negotiation with the winning bidder will begin immediately and must proceed quickly to meet the project timeline. Notifications to bidders who were not selected will be completed by August 16, 2019.
Project TimelineThe Green Jobs Study must be completed no later than December 13, 2019.
Bid Response Requirements:
Respondents are required to provide the following information in a proposal/quote, at their sole cost and expense:
Project proposal that includes a description of experience in planning, executing and analyzing research projects and findings

For all quotations/proposals, the evaluation criteria that will be considered in making a determination will be:
Demonstrated ability to synthesize research from an economic, policy, and social perspective to formulate a cohesive picture
Ability to build upon key learnings from previous Green Jobs Reports
Ability to leverage partnerships in the ecosystem to inform and enrich the study
