Los Angeles Cleantech Incubator (LACI)’s mission is to create an inclusive green economy by unlocking innovation, transforming markets, and enhancing community. LACI aims to build a regional innovation ecosystem that supports the discovery and commercialization of clean technologies by creating new companies, de-risking the cleantech commercialization process, and helping companies successfully deliver market-ready cleantech solutions along with accompanying jobs. Founded by the City of Los Angeles and its Department of Water & Power (LADWP) in 2011, LACI is a nonprofit organization focused on energy, transportation, and sustainable cities. LACI was formed as an economic development initiative to transform a traditional blue collar industrial area into a thriving cleantech corridor. The organization utilizes a unique and integrated approach to spur the green economy to reduce state-wide greenhouse gas emissions, improve air quality, create jobs, and generate local economic impact. LACI serves entrepreneurs, students, and job seekers around the world, but primarily in the greater Los Angeles region throughout LA County, with a focus on sustainable solutions for underserved communities.
LACI supports startups in its four programs through a variety of benefits and services. For three of its programs, LACI provides business support services where startups can select from a menu of services offered by LACI-vetted professionals in accounting, legal, creative services, etc. Each startup gets an annual “budget” in the form of credits where they can spend on each service. LACI works with the service provider to develop the menu of service items. LACI hopes to work with service provider partners who can not only provide thoughtful one to one service to its companies, but also serve as a curriculum partner in providing tools, templates, and classroom instruction to our companies. Group and clinic meeting also allows companies to get to know the service providers and affords a natural follow on for one-to-one engagement.
It is the intent of LACI to solicit quotes/proposals from Respondents that have expertise in the provision of professional services that they are able to provide at the direction of LACI including:
Accounting and tax services to LACI portfolio companies that can be offered at an hourly rate or for a fixed fee, more specifically:
Bookkeeping best practices
Onboarding including an accounting “healthcheck”
Chart of accounts review and/or generation
Financial accounting in accordance with GAAP
Development of GAAP financial reports including P&L, Balance Sheet, and
Statement of cash flows reflecting both actual and forecast pro-formas
A/R and A/P, including guidance on systems best practices
Cash flow management
Tax preparation and audit services, including conversion of GAAP financial statements to tax accounting statements as applicable.
Respondents should also provide optional accounting and financial services that they can provide at additional fees as necessary pursuant to a rate card, such as preparation of pro forma financials / financial modeling, finance executive services, etc.
Curriculum development and group instruction in lecture/clinic format as part of the structured educational components of LACI’s programming

Bid Response Requirements:
Respondents are required to provide the following information in a proposal/quote, at their sole cost and expense:
Letter of interest that contains the name, address and telephone number of the firm or contractor submitting letters of interest and resumes, including the name of the key contact person.
The number of years of experience the respondent has in the professional service area must be included in either the resume or separately.
Any judgments within the last three (3) years in which Respondent has been adjudicated liable for professional malpractice with explanations as applicable.
Confirmation of appropriate federal and state licenses to perform activities as applicable.
An executed copy of Respondent’s proposed rates for this contract.
Describe the services that Respondent would perform directly.
For all quotations/proposals, the lowest price estimate shall serve as the primary criteria for selection. Other areas that will be considered in making a determination will be:
Experience with technology startups, with an emphasis on cleantech and sustainability related business models.
Experience with small manufacturing enterprises, including GAAP revenue recognition, and accounting for material cost through balance sheet accounts (inventory, WIP, finished goods, etc) to the P&L to match with GAAP revenue.
Experience with non-profit organizations, with an emphasis on economic development, workforce development, or small business.
Experience providing professional services in a shared service model or client based model.
Experience with providing training, professional development and other relevant education for professionals.
